Scope and Content

The materials in FOIA 2014-0067-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA.

Researchers should consult the archivist about related materials. FOIA 2014-0067-F contains materials related to Operation Artemis in the Democratic Republic of the Congo, June 12, 2003.

This FOIA primarily contains cover sheets, United Nations Security Council resolutions and reports, news articles, cables, correspondence from ambassadors, members of Congress and non-government organizations, routing memoranda, event memoranda, White House staffing memoranda, charts, copies of peace agreements, printed email, schedules, and a cable. These records consist of letters from Senators Joe Biden and Ellen Tauscher prior to President George W. Bush's trip to Africa in 2003, including responses from Secretary Colin Powell and Paul Kelly at the State Department. One letter from Senator Joe Biden discusses Resolution 1848. Also included is the briefing paper for July 16, 2003, which includes schedules, talking points, event memoranda, participant lists, and participant information. Electronic records consist of emails containing background information on conferences, agendas, reports from organizations, power point presentations, press summaries, invitations, and draft testimony. In addition, emails transmitting publicly available European Union (EU) documents discussing the Constitution for Europe, an address by Javier Solana, and EU Council announcements are present. Invitations, agendas, papers, and background documents for conferences regarding the EU and European security are also included. Additionally, Morning Press Summaries from the US Embassy in Berlin, Germany, general requests to summarize a report from the Council on Foreign Relations, as well as an email scheduling a briefing on this report are present.

It should be noted that many of the documents listed here may have been closed due to National Security classification and/or exemptions of the Freedom of Information Act.
